Hi all!

The enclosure of my Lacie 4TB d2 external drive has suffered a power failure and needs replacing - the HDD inside is still healthy fortunately. (source: local comp repair store)

I used that drive's TB2 connection with my 2013 Mac Pro and want to get a new enclosure that will afford me the same speeds

It seems that I should look at buying a USB-C/TB3 enclosure, since TB2 is out of date, and then purchase a usb-c/TB3 to TB2 adaptor - does this seem the right strategy and if so can anyone recommend some decently priced options for enclosures that'd suit for the HDD inside the Lacie d2?

Best advice I can offer:

Take the drive OUT OF the Lacie enclosure.
Then, buy either:
- a USB3 3.5" enclosure
or
- a USB3/SATA "docking station" like this:
(this is just an example, many others are available)

The drive that you have is a platter-based hard drive, is this correct?
If so, the drive connection scheme (tbolt v. USB3) makes no difference.
The "speed" will be limited by the speed of the platter-based drive.

I wouldn't be surprised if it's all but impossible to find an empty thunderbolt2 enclosure in the 3.5" form factor...

I'd get one with a "single slot".
