I've not used this computer in a while ( 2010 Macbook pro 15 ).

It had a bad capacitor and I decided to get it fixed. Before I had the problem I had downloaded a beta version of Sierra. The person who fixed the board said it will load an os from another drive but not my drive.

He said my drive was locked and showed full and when he tried to connect to wifi or unlock the drive the keyboard also stopped working. He tried a usb keyboard and that didn't work either. I am trying to save my data and programs so if the community has any ideas please let me know?

How "are you trying to save" them?
Do you have another Mac?
If you don't have another Mac of your own, do you know anyone who has another Mac?

If nothing else works, you can take the drive OUT OF the MBP, and use a USB3/SATA adapter dongle to mount and access it on another Mac. Something like this:

Another thought:
Can you boot to internet recovery?
Press the power on button and IMMEDIATELY hold down the command, option, and "R" keys, and keep holding them until the internet symbol appears.
You may need to enter your wifi password.

Can you get this to work?
Try it RIGHT NOW and get back to us.

I can boot to recovery but as I said can't use the keyboard to enter a password.
So No this won't work.
I have a ssd enclosure and can try to remove the drive? But what after that?

Can you connect an EXTERNAL USB keyboard and try that?
Sounds like the "repair" you had earlier messed other things up.

If you have access to another Mac:
1. Open the back of the MacBook (you'll need a Phillips #00 driver and a Torx T-6 driver, go to ifixit to see how to do it)
2. Take the drive OUT
3. Use an external enclosure or adapter to connect it to ANOTHER MAC.
4. See if the drive will "mount in the finder"
5. If it does, copy what you wish to save to a second drive.

I think it might be time to go to the apple store?
 
The first thing you should do if you don't wan't to pay apple for service then I am saying that you are paying a price as that you are going to format your entire hard drive and you are going to also have to use brute force to unlock your hard drive so that you can format the hard drive and then at the end do a fresh reinstall during the process make sure that you are downloading from a reliable website for beta version of Mac OS X as that certain site uses pre modified OS X so that they could be incorrectly formatted so that it would give hard ware issue and also give you hard drive issue as that when you are installing OS X it is formatting your hard drive and it is giving OS X access to your cpu gpu and etc.
