Hard drive seems to be working, as I'm copying data to another mac using target mode. It boots into safe mode with the same type of display.

I have a 2011 but it hasn't done that yet.
It's the internal GPU failing. You may find some replacement's on eBay and either swap it yourself or a service center. But at that point I would get all of the numbers and then browse for an upgraded model, either newer used or new new.
 
I have a Mid-2011 iMac as well and notice lately that the display has been flickering very lightly. It's barely noticeable, but my eye seems to catch it. I'm hoping this is not my future!
 
My Dad's 2011 iMac suffered the same fate, I followed a youtube guide to take the amd graphics card out and baked it in the oven to reflow the failing solder joints. Worked a treat.

Very easy fix as long as you are methodical and careful removing the connectors to the logic board.

There is a good thread in this forum too showing what you need to do.
