I haven't tried, but I would expect it to boot it only CPU A is installed correctly, and not expect it to boot if only CPU B is installed correctly.

Correct. On dual CPU trays, if you put one CPU in Socket A and a stick of RAM in socket 1 it will boot.

Sorry to bring this back from the dead... Do you use the 4,1 -> 5,1 firmware upgrade tools and firmware to do this to an xserve? I'm rescuing an '09 xserve that's been languishing on a shelf for a few years to run some mac VMs and builds, loading it up with ram and ssd and hopefully x5690's

I extracted the mac pro boot rom from the last version of mojave and used rom tool to install.
