Given the wide swath of things that 3rd-party software developers have addressed, I figured sooner or later someone would release a hack that would put arrows on the ends of my scroll bars again. I haven't found any yet. TinkerTool doesn't make 'em happen.

Is there a compelling reason why they absolutely cannot be generated by some kind of 3rd party utility?

Well it can be quite tricky to mess with core system components.

Any reason you'd like them? Maybe an alternative solution can be found?

Does it mess with core system components in a way that (say, for instance) DefaultFolder does not? (modifies the Open, Save, and Save As dialog boxes); or DockGone? (disappears the dock when invoked) ?

I don't really want an alternative solution. I want scrollbar arrows. Preferably arrows in both directions at both ends.

Maybe - certain modifications to all those elements can be made simply by telling OS X you want it to make said changes. There are plist files you can edit. Now I have no experience with these specific tools so I don't know if it goes beyond that, but you know - maybe, maybe not
