I read through the OS 14 Wiki, but wasn't able to find any info regarding these Ventura (and pre-Ventura) bugs - can anyone advise if these have been fixed in Sonoma?

1) iCloud syncing getting stuck - I'm praying that it's been fixed (so that I don't need to keep running 'killall bird' in the Terminal to jumpstart the sync)

2) Notes syncing slowly/not at all - this is another old one that Apple hasn't seemed interested in fixing

3) Being able to copy-and-paste images/videos to Messages being sent to Android without them failing

4) MacOS repeatedly asking for various permissions that have already been granted (screen recording, full disk access, etc. for apps) when restarting.

5) Tooltips getting stuck on screen

these are not common problems (i've not experienced them, for example). so not sure what you're expecting here. it might be more useful to get help, find out why you're experiencing these things... and how to fix them.

They're not common issues, but Google any of them and you'll see that I'm not alone and that many of these issues predate Ventura.
 
yet still, you'd accomplish more by asking for help than asking if non-common issues have been 'resolved'...
I've asked for help previously, with no lasting solutions, unfortunately. I feel like these are issues that only Apple can resolve at this point.

you've asked for help with these things on this forum? just curious. anyway, apple can't resolve issues that are not universal in an OS update, but you can call them and get help. 🤔
 
Coming from Monterey, I can confirm that I've experienced none of these problems.

Coming from Monterey, except for the hideous Preferences dialogue – AKA System Settings – it's hard to tell the difference.
