Have to have $20 data plan for voicemail

If you go to apple and click on the iphone rate plans, then go to existing customers, it says you need a $20 rate plan for visual voicemail. I thought this was just built in not an extra feature. I say this because I do not want a full data plan because I have wifi near me at almost all times. I was just going to get a limited data plan.

there is no limited data plan. either you pay the $20 or you dont get the iphone.

$20 is the low end data plan.
