iPhone Having issues restoring IOS 8.1.2 please help.

I ordered a phone from Swappa. It's Verizon iPhone 6 and it is on 8.1.2. The seller is trying to restore it to 8.1.2. But it won't restore. Is there anyway to restore that or because it's no longer signed by Apple are we out of luck? Alternatively is there a way to get his information off of the phone without upgrading to the newest iOS?

Okay so he can't manually remove the Apple ID and iCloud account?

If its not JB then he can do an erase all content and settings on the device.
That will remove everything from the device and leave it on the ios version it is right now.
