Hello,

When I put a movie in full screen on my TV (directly connected to my mac) using VLC, the regular display goes black. It's one of the options in VLC.

But when I slide my youtube window to my TV and put it in full screen, my regular display is still on. Now I can't physically turn it off because my mouse and keyboard are connected to it.

Is there an app or setting I could use to do that?

I just realized there might be a better solution in your case, send the YouTube video with a QuickAction to be played in VLC.
Simple AppleScript for the QuickAction
