Having problems activating iPhone

If its stolen you will not be able to do anything with it.

go to https://www.icloud.com/activationlock/ to check to make sure its ready for activation??
try a different sim ??
click on start over, and try a different wifi network ??
click on start over, and use cellular data to activate??
