Why no mini HDMI port on the new Macbook Airs, or have I just simply missed something? And if not why not?
 
Aside from space in the unit to place the port, Apple would probably prefer that you use Thunderbolt (and possibly an adaptor for HDMI).

Does this mean I can connect the new Macbook Air to a tv via a Thunderbolt port and a HDMI cable?
 
yes just buy the mdp adapter to connect to a HDMI source

Easy and better than cluttering the body with ports and increasing bulk.
