I'm still on the last version of iOS 12. I'm going out of the country for 7 weeks on Wednesday and would like to know if people suggest updating now or holding off until late November when I return. (I'll be bringing my iPhone and iPad but not my MBP, and I don't like doing updates on hotel WiFi, so the choice is now or late Nov.)

I've been a Mac loyalist since the 1980s and have had an iPhone since Week 1 in 2007, but I haven't had time to follow the iOS 13 news. From the thread titles here, people are unhappy, but it's unclear to me if iOS 13.1.2 is still buggier than most x.1.2 versions or if, as is often the case, complaints are overblown.

Pretty sure you can still update internationally just fine,

but if reliability is what you're after, and you already have it, why gamble?
 
My concern is trying to download a ~2 GB update on hotel WiFi, not that the update might be inaccessible while abroad. Thanks.

I think thadoggfather answered your question and ios 13.2 is expected by the end of this month with new features and bug fixes. I would personally wait till you return from your trip.
