Headphone output not working on 24" Alum iMac running XP

My co-worker wants to listen to internet radio but the headphone jack will not output all the sound at all, it will play through the speakers but not the headphones.

He is running XP Pro and I am wondering if there is a weird setting I need to take a look at.
