It would make sense if it wasn't, but apparently I've found a bug where Health data isn't being backed up to iCloud, despite being turned on. I've been running the beta since PB1, with Health backup turned on in iCloud settings. I thought it was strange that there was no Health entry in Manage iCloud Storage, but I needed to restore the device, so I reset it as a new device, hoping the data would come back. It didn't. So, I restored from iCloud Backup, and still no data appeared.
I've restored to my last 10.3 backup and the data is there, but I'd like to have the last 3 months of data back, if possible. Would it be worth it to try restoring to another, earlier iCloud backup for iOS 11 to see if the data will come back, or is this simply lost? If so, no big deal; I'll just lose the National Parks badge I earned for walking the 3.5 miles.
Even if it is lost, I may restore to iOS 11 anyway, if for no other reason than to report a bug that Health data isn't being backed up.
