For some reason all my albums for some reason are shuffling when I have shuffling off please tell wtf is going on because I checked on Play Next list and it is not the next track from the album.

You're not giving any information. Apple Music in iOS or desktop iTunes? Version?
Edit: I see that the Shuffle control in iOS 10 has no indication that it's on or off, or any other repeat modes like Shuffle used to have. Brilliant. I'm inclined to say it's a bug, but who knows with the current mess that the app is.
