I've had this problem for a while now, but I heard that iOS 9.1 would fix it. To test, I made two backups today (one in iCloud and one in iTunes). I erased my 6s+ and attempted to restore it to the iCloud backup.

It got up to the point where it asks which backup to use...and when I select today's, it goes to the white Apple screen with the status bar. Once that completes, the phone goes dark, then comes back on (white screen, black apple logo) and sits there indefinitely.

I do a hard reset, the phone turns back on and goes to the "hello" screen, without the word hello (just the slide to unlock). When I slide to unlock and enter my password, it says backup complete. After Apple Pay and Siri setup, it goes to home screen with apps restoring, but some are missing, some have missing or corrupted data, and none of my messages reload.

I tried this on iOS 9.0.2 and same thing. It's like every backup the phone makes is hosed. The iTunes backup works fine and a backup from my old 6+ works fine also. I tried turning off FindMyPhone first (I read that might be the issues but that didn't help).

Anyone else have this issue? Or should I be making an appointment with a genius?

Update: I found this thread on the Apple Support forum. It appears that there is no resolution, as several people there have been engaged with different levels of Apple support to no avail.

This is pretty craptastic. Out of all the features in iOS, iCloud backups is one that I've always sung high praises about...it has never failed me and always just works. Now, it's totally broken for several users and you won't even know it until you need it. Sounds like it might be a good idea for everyone to backup via iTunes every once in a while.

Ever since iOS 6, there has always been something that has taken a major step backwards. I just don't understand. \rant.

Personally I prefer iTunes backup to iCloud backup, because it's much faster, smoother and more stable for me. Restoring iCloud backup usually costs me hours, even a whole day, that's not my thing.

Yeah, my backups created in iOS9 are corrupted too. I stupidly deleted my old iOS7/8 backup to start afresh with my 6S+ and have now ended up with no viable iCloud backup.
