I'm trying to update the IOS to 11.4.1 on my iPad Mini, but I'm getting a notification that I need at least 700MB of space to update... But I have 1.60GB space available.. Why is this happening?
 
Are you asking why you are running low on space? Update is telling you that you need 700MB more space than you have available, right?
Connect your iPad to a Mac or PC with iTunes. Do a backup and restore. That will erase your iPad, download/install most recent 11.4.1, then give you the opportunity to restore from your backup. The full restore usually gives you back some of the space, cleaning out app caches, and other space-taking files...
 
Not to sound to obvious, but have you already tried rebooting the device? Start with the basics, or at least fill us in on what you've tried so we know where to go next.

You can try to connect to iTunes via USB and make a local backup, perhaps trying to update from there instead of over the air. iTunes might remove diagnostic data that consumes space on the iPad. Moreover, you always could delete some apps and reinstall them after the update.
