I just received my JB X in the mail on 11.3.1 Electra and a couple tweaks worked but when I try to download Sleipnizer it gives me the error message in my OP. What is the solution for this?

What does this mean?

It means Saurik (the creator of cydia) did not enable purchases on Cydia for iOS 11. Which he didn't, and probably never will.
But you can install a tweak that bypass this.

When I go to download paid tweaks it says you cannot yet do monetary transactions on 11.3.1 on Cydia bc it's not stable enough yet. I really want Sleipnizer, Springtomize, Tage and Quickdo.
