HELP! Dead drive

So I have a 2010 Mac Mini but the drive is dead, someone is interested with it. I'm going to sell it out and I can't do a clean Mac OS install because the disc drive is dead! It can't read anything.

Can I install it via Remote Disc on my other Windows computer? I don't have a second Mac. :confused:
