help files are missing

When I access Mac help through the finder, there is nothing there. I type in a word and just get the spinning disk forever. Help files are there when I go into a program, eg Safari....I can get safari help. I have looked on the install disks and can find no option to install help files. I have had my i Mac for six months and they have never been there. How can I install the help files. Also, how do I do a "secure" empty trash.
