I've recently been experiencing lag when I go directly to my home screen after unlocking my iphone 5. I can't open an app or swipe the screen for 2 or 3 seconds after unlocking.

I know some people have experienced lag with their 5, but I believe this may be jailbreak related because I've had this since the day it came out and it just started doing this. Plus, when I boot to safe mode, I don't experience the lag.

Has anyone experienced such problems? If so, what can I do to fix?

Since you have no lag when in safe mode start in installing tweaks. Start with tweaks that deal with the lockscreen and springboard. You can also install mobile terminal and run top to see how much of the CPU is being used by the springboard processes.
 
I've also been having some heavy springboard/lockscreen lag. A temporary fix was a respring but it would come back in a couple of hours. It turned out it was subtlelock because there was an update to subtlelock yesterday and my phone is fine now.
