The use of the 'Reset all Contents and Settings' is an absolute no-go while jailbroken. If you did it, nothing else you can do than a DFU restore which will automatically update your device to the latest iOS which is currently 9.0.2.

AFAIK you need to DFU it then... good thing there is a JB for 9.0.2.
1) whats AFAIK?
2) I DONT WANT iOS 9.0.2...... and i cant even downgrade it...
if i donwnload nd install iOS 9.0.2.... there will be no space on my device cuz my phone is 8GB only

As Far As I Know

someone should have a trick, but don't get your hopes up.

I was able to fix a non-booting iphone in the past, but that was in ios 4 days... it had openssh installed and that was working despite springboard not loading so i could log in and fix some broken plist.

cheers

i.e, restoring your phone by upgrading it
Good Luck fixing your iDevice

Good luck following directions in the first place and not resetting. It's your own fault.
