HELP: Icon Rearranging... 1.1.4

Hey guys.. for somereason the icon rearranging doesnt want to work now.... i click the icon and start shaking but then stop.. doesnt let me move it.. sometimes i can .. most of the time i cant.... like 2 of the 50 times i try... i can move the icon.. ithought it was a bug or something but my friend can do it normally... anyone with this problem?

Have you tried resetting or restoring the phone?

resetting? ... and restoring yeah.. cuz ive had the normal 1.1.4 jb.. and now im using the ipwner custom built one.. and still have that problem with the icons.. im not sure what is it..
