I have a iPad Mini 1st Gen that I have not used in a long time and its currently on iOS 7.0.6 and I would like to update to iOS 9.0 so that I can jailbreak it. I downloaded the ipsw file for iOS 9 but when I try to restore the iPad, after iTunes extracts the software I get an error message saying "This device isn't eligible for the requested build.

This is the ipsw file Im using "iPad2,5_9.0_13A344_Restore.ipsw" and the model number of my iPad is "A1432"

Can someone help me.

You can stay on 7.0.6 and jailbreak that, or you can update to 9.2.1 and not have a jailbroken device. Those are your only two options.

You can upgrade to 9.2.1 but you cannot jailbreak it. As I said, your only option to have a jailbroken device right now is to jailbreak the existing 7.0.6. You will never be able to install 9.0.
