Can anyone tell me if it's possible to change the color of the font while composing an email on iOS 10?

I'm not sure why it has not been possible in previous versions or not possible is iOS10?

Does anyone use a mail client on their iPhone where this is possible?

Nope, you can change the bold, italic, underlined but that it.

You might be able to use another app that allows for this (no specific ones jump to mind at the moment though) and then copy and paste it into an email.
