I have an iPhone 7 Plus and have been using the Apple Beta Program. I'm currently on 11.1 beta 3. I just received an iPhone 8 Plus today, did a backup, tried to restore from the backup on the new phone...then realized it wasn't working because I was on a newer version of the OS on the 7 Plus. What would be the best steps to take to get moved over to the new phone without losing data? I've just never done this before and don't wanna screw anything up. My idea is to setup the new phone without restoring from a backup, enroll it in the beta program, update to 11.1 beta 3, then reset the phone and restore from a backup at that point. Is that the best way to handle it?

Yes, go to iOS 11.1 beta 3 on the new iPhone and restore from backup (previously made from iPhone 7 on the beta program).
 
Yup your method is what I had to do when the iPad Pro was released.

I’d deliberately not upgraded my iPad mini 4 to iOS 11 beta as I knew I’d have this issue.... what I forgot was my iPad was enrolled in the iOS 10.3.x beta or whatever was being tested then so I still had the issue anyway.
