hey guys I have this problem on my iPhone 5c where I have jail broken my phone, opened my Cydia and lost most of my apps!!
I have no clue how to fix this..

I have tried to update and restore.

I have posted an image to give you an idea of what has happened

What was the last thing you did before this problem happened?

Are you able to open the settings app?
 
Try...

To reset the icons on your iPhone home screen to the factory default.

Settings -> General -> Reset -> Reset Home Screen Layout then Confirm the action by pressing the red "Reset Home Screen" button.

Can you access Cydia by opening safari and typing:

Cydia://

If so, try what was suggested above. If that doesn't work, I'd try removing Cydia substrate (this will uninstall any tweaks relying on substrate). I would then reboot and install substrate again.

I am also missing my safari
 
You say in your OP, that you've tried updating and restoring...you have likely already removed the jailbreak. To get your phone in working order, just put it in recovery mode and restore. I know losing the jailbreak sucks but this will put your phone in an operable state.
