Are you able to open the settings app?
Try...
To reset the icons on your iPhone home screen to the factory default.
Settings -> General -> Reset -> Reset Home Screen Layout then Confirm the action by pressing the red "Reset Home Screen" button.

Try and reinstall an app from Cydia that requires a respring I recall had same issue on my 5 and that fixed it
Can you access Cydia by opening safari and typing:
Cydia://
If so, try what was suggested above. If that doesn't work, I'd try removing Cydia substrate (this will uninstall any tweaks relying on substrate). I would then reboot and install substrate again.

Have you done a hard reboot by pressing and holding the home and sleep/wake button until you see the Apple logo?

You say in your OP, that you've tried updating and restoring...you have likely already removed the jailbreak. To get your phone in working order, just put it in recovery mode and restore. I know losing the jailbreak sucks but this will put your phone in an operable state.
That's what happens to people that don't know what they're doing with jailbreaking.
