Out of frustration because my Notes in iPhone is not able to sync properly with Macbook:

I took my iPhone, went to iCloud > Manage Storage > Notes and Tap button to Delete Data. Instantly, I saw Notes in both Macbook and iPhone all gone. I went to iCloud.com there is nothing to recover either. Recently deleted folder is also gone.

Is there anyway to recover my Notes or am I doomed?

* I never backup my phone for at least a year. So restoring from backup is not an option.

Appreciates if anyone can help on this.

The only way round this is to reach out to Apple support and see if they have access to restore. But that’s a long shot

Time Machine backup on Mac? Can try to restore ~/Library/Group Containers/group.com.apple.notes

First, turn off Notes on iOS devices Settings > YourName > iCloud
Close Notes on Mac
Go into Time Machine to restore above.
Bring up Notes on Mac to see if OK. If OK, toggle Notes back on on iOS devices.

And as you saw, don't want to delete to fix iCloud issues. Toggle off/on is the way to go. If that fails, sign-out of iCloud on all devices and bring them online one-at-a-time.
