iPhone Help restoring iphone 4

My daughter jailbroke her iPhone 4 but apparently Cydia wasn't working correctly and now I don't know what she did but it's stuck on the iTunes download screen.

I'm trying to restore it from the 6.1.3 redsn0w semitether jailbreak but when I hook it up to iTunes I'm getting an error 21 message.

Any help would be appreciated my daughter is freaking out right now.

6.1.3 jailbreak is a tethered jailbreak.
Did you do a Just Boot tethered after the jailbreak ?

Yes, she did the just boot afterwards. Matter of fact the entire jailbreak process went smoothly.

Also what's the difference between the tethered jailbreak and regular jailbreak. Should she have done the tethered? If possible she still wants it jailbroken but I'm not sure which method I should use.

Update : I put it in DFU mode while connected to iTunes and now I'm getting error message 1600

Is it a GSM or CDMA phone?

Download the correct 6.1.3 IPSW for the iphone 4 here (iphone 3.1):
http://www.iclarified.com/entry/index.php?enid=750

Put it in DFU (not recovery)

in itunes click ALT-restore(MAC) or SHIFT-restore(win) and select the donwloaded IPSW.

If that doesn't work you can try to restore via sn0wbreeze(WIN only)

Thanks a lot for your help I was able to restore it back to 6.1.3 with the correct IPSW.

Is there another jailbreak for 6.1.3 besides the redsn0w semitether?
