I didn't realize this would be a problem before I bought more iCloud storage to sync all photos. So, here is the problem.

I have my favorite photos from old days until recently and most of them are not took with my iPhone. I have imported those photos to Photos in my Mac. I assumed that was going to show up on my iPhone, except NOT! I can see those photos in iCloud.com, though.

Photos app on my Mac has iCloud enabled, so I don't know what the problem is.

In addition to it, I want to share those photos with my family who are sharing iCloud storage with me, already. I don't think, I'm going to pick one photo at a time to share like I do with my iPhone. Is there a sensible way to do this?

I can't believe a simple matter of keeping all my photos from my Mac with my iPhone isn't straight forward.

I guess you haven't allowed your phone to log into the cloud or use photos in the cloud. Something like that
I'm not sure what is the matter but anything I've put in the cloud from my mac appears in the cloud on the phone, even taken with Android phones or scans so i think you should check your icloud account and icloud settings on your phone. The icloud account on the phone has to be the same as the icloud account you've put the photos in though in case you're trying to give everyone access to a central account. Every member has their own account.
But you can have the option to share folders with family using 'icloud sharing', and although I'd have to look up how to do it, I have done it and it isn't difficult.
You can't share everything with everyone else by default though, you have to decide what you want to share.
It should work and the solution is there in the icloud help files so good luck.
 
Update: the photos showed up on my iPhone over night. I guess, it needed an overnight backup/sync for the new photos to show up.

Now, I need to figure out a sensible way to share a bulk of photos with my family. Hopefully, I don't have to click one photo at a time like the case with iPhone's Photos app.

Shared albums has been a feature from the beginning on iPhone and Mac Photos apps. https://support.apple.com/en-us/HT202786

And you can bulk select all items for a date when you add to the shared albums if you want. You can also swipe-to-select.
 
Now I am able to share photos too thanks to all the help. And, I noticed that there are albums in my iCloud that are partial, probably due to my various attempts at managing photos.

Those albums are removed from my Mac, however, still exists in my iCloud and iPhone. In either case, it doesn't have an option to delete album. Is there a better way to remove those albums in iCloud?

I also noticed that if I make a shared album in Photos in Mac with the same photos, the contents get duplicated in both my regular album and shared album. Since I don't want to waste my SSD space, I'm going to have to delete my regular album. It's odd that they decided to duplicate like this, though.
