Help with logo design at 18px x 18px for mobile device

Hello - I've been asked to design a logo for a medical institute for mobile devices that is no larger then 18px by 18px...

However I have never done any design at such sizes. Should I design at this size or use a scaled up version and reduce it later?

I've made a Photoshop document at 18x18px and when I try add text its pretty much unreadable at font size 5 / 6 pixels.

Does anyone have any suggestions about how to design for such sizes or mobile devices in general.

I would think they would be referring to the symbol mark being used for mobile devices at that size.

I would hope they wouldn't want the whole thing that little.

Just make sure it's very simplistic and easily recognizable.

If you're going to design it at a larger scale to make it easier on yourself...periodically make a smaller version to make sure it's still recognizable at both sizes.
Also, try to keep your colors to as much as a minimum as you can.
(I would hope they wouldn't only use a logo at such a small version size)

I would just triple or quadruple it, then rez down. Maybe 72x72 to start with.

Text and a logo will not be legible at that size. Maybe one or the other, but not both. Depends on the device, iphones are 32x32 I believe.

You have to draw pixel by pixel when the image is this small and on an
display. There is really no other way.

Start big render out small, that would be my best advice.

So 180x180 then save for web and you can save the image at 18x18 pixels, IMHO this will look much better than stuffing around with an image that is 18x18.
