I bought a used macbook pro for school last year and it was refurbished and totally fine, no problems. It's probably like 5 years old.
Then the other day the screen started flickering out of nowhere then went to colored verical lines. So I shut it down and restarted it. It starts up with the chime and goes to some check up page with an apple and a progress bar. The progress bar goes about 2/3 the way and just stops and sits there and won't do anymore.
 
Is it a 2011 15" model? Those have a known issue with the graphics card.
 
I did this morning and it found no issues.

Since it didn't find anything, your monitor ribbon might be loose or needing replacement. Was it Apple or a Certified Apple Technician that did the refurb? If it was, then Apple will usually completely cover the fix, even if it's out of warranty. If not, then you may have to pay, but my experiences have been really good with their support and they may do it for free regardless.

Don't be surprised if it starts working again. If it doesn't, you might want to do the system recovery.

What you described sounds like the GPU issue. After it goes to about 2/3 of the startup bar, does it then get ridiculously hot and the fans make noise as if the computer were an F-22?

Are you close to an Apple Store or Apple Authorized Service Provider? - there is a test called the VST they can perform to tell if your GPU is bad - if it is, it is bad news.
You mentioned you purchased it refurbished a year ago - is it still under any extended warranty from the refurbisher?
