No matter how many times I run disk utility and repair permissions it says

"Permissions differ on “usr/bin/tar”; should be lrwxr-xr-x ; they are -rwxr-xr-x .
Repaired “usr/bin/tar”

Does anyone know why it wont repair this ? this is the only thing i have come up in Disk Utility

Im using 10.8.5

The problem here is that the message itself is an error.

Repair Permissions ALWAYS reports things like this, and the message is the problem, not what the message reports.

Furthermore, Repair Permissions is very limited in what it does, and you don't need to run it often or at all. It is not your first go-to fix for any problem you might have; nor is it something that needs to be run regularly.

It does NOTHING for all user files and third-party software, and only affects SOME Apple system files, which are likely to remain with the same attributes once they've been set.

Thanks :)

I figured it out, a program installed a tar binary into usr/bin and since OS X uses bsdtar it thinks that tar binary needs to be a symlink

so i just deleted the tar binary and ran: sudo ln -s /usr/bin/bsdtar /usr/bin/tar
