iPhone HELP !!!!!!

I desperately need help, my iPhone 5S has been rendered useless after upgrading to IOS 9, I have done exactly what Apple recommended and it doesn't work, I have lost everything by restoring it, it WILL NOT let me slide to upgrade, just keeps wanting my Passcode then looks like it is going to do something then reverts back to slide to upgrade, i am lost !

I have done this already, just going around in circles, its my daughters phone and she is inconsolable :/

Then Apple Customer Support might be your only chance. That or genius at Apple Store.
