You have encountered iCloud Activation lock, which is a security feature designed to prevent theft.
If your story is to be believed then you have been scammed and you now own a nice shiny plastic brick.

Further note that to jailbreak you need access to the phone. If you can't get past the security feature to get access to the phone then how do you jailbreak to defeat iCloud lock???!!!!
Did the mailing package have a return address? If so, that might be a recourse in locating the original seller.- otherwise, return the iPhone to Apple.
Other than that- sorry for being such a pessimist- but I pretty much no longer believe these stories of iPhones "purchased" with iCloud locks. Not so much going after the RP (only he really knows the accuracy of his tale), yet for all those who become somewhat creative- join these forums- and post pretty much the same inquiry.

Originally it was blatent. "How do I get around the security feature?"
Then it became "I found a phone."
Then it became "My friend (or father, mother, daughter, son, etc) forgot their Apple ID."
Then it became "I forgot my Apple ID."
Then it became "That's not my Apple ID on the lockscreen."
And now the current iteration is "Someone sold me an iCloud locked phone."
It's great the the word has finally gotten out that modern iPhones can be Activation Locked. I just wish the word that you cannot defeat it was also as well known. We'd have fewer questions from newbies who register only to ask how to defeat this security measure.
And last but not least I always find it interesting that the majority of the time these posts are made in the jailbreak forums. It makes two assumptions. That jailbreaking is shady and therefore all us shady jailbreakers would automatically know how to defeat a security measure.
I'm waiting for the first 5000 word first post asking how to do it. And yes it really ticks me off that the first place they ask is in this part of the forum.
