Did you mean the dock or the menu bar that is normally at the top of the screen?

If it is the dock, it is under system preferences

In the Apple menu navigate to "Dock" and select were you want to put the dock.

Since you are new I don't know if you know this, but in system prefs you go to dock, which was pointed out in the post above me, and in there you have the option of selecting multiple features. Specific to your post, I would look into whether dock hiding is selected or not. Also a handy tool if something like this happens again is Mainmenu which is a free application that sits in your menu (which by the way is at the top right of your screen where the time is displayed;)). It cleans caches, runs maintenance programs, disk utility in addition to restartinng the dock and menu.

If you mean that the dock (bar of application icons), WAS horizontal along the bottom of the window, and now shows up VERTICALLY along the right side of the window, I think you can also move it back and forth by clicking on the line that's in the dock between the trashcan and the other items. You can click on that and drag from the side to the bottom or vice versa to change the position of the dock. You can also click and drag along the direction of the dock to make the dock bigger or smaller.

Shift-clicking in that area allows you to move it to a different edge of the screen. Alternatively, you can right click or control-click there and choose the location from the pop-up menu. Or, as others have pointed out, you can go Apple menu --> Dock or even go so far as to open System Preferences --> Dock and set it there.

So many options!
