I use this everyday and over the past week or two, it’s changed. Siri used to describe the weather to me when I’d use “hey Siri” since that shows I’m using it hands-free. Now, Siri wants me to unlock my iPhone and if I do, it just shows me the weather app. This used to only happen when I’d hit the Siri button and then say “what’s the weather?” since Siri would know I had the phone in my hand.

This change defeats the purpose of asking Siri what the weather is while across the room, not using my iPhone, as she’s supposed to be a “personal assistant” who would describe the weather to me. I now have to say “Hey Siri, describe the weather in [my city].” I’m sure I’ll get used to saying it more often, but it’s longer, less natural, and more annoying.

Has anyone noticed this change? Is there a way to fix it or did Apple change Siri’s algorithm?
 
Nothing has changed for me. I can say hey siri what's the weather today and she responds as normal. Even if phone is locked.
 
Might want to check if Siri is turned off on the lock screen in settings.

Steps
  1. Turn your phone on by pressing the home button at the bottom of your phone.
  2. Swipe from left to right to unlock your phone. ...
  3. Open Settings. ...
  4. Scroll down and tap Touch ID & Passcode. ...
  5. Enter your pass-code. ...
  6. Scroll down to the section ALLOW ACCESS WHEN LOCKED and tap the switch icon beside Siri.
If that's not the problem, I don't know what is.Maybe a hard reset will fix the problem.

I just tried that exact command and Siri showed the weather while narrating it. Go to Settings > Siri & Search and see if Allow Siri When Locked is enabled or disabled. It should enabled.

Disable and re-enable it just in case, if it is already enabled.

It takes me to the Weather app as well. If locked it’s asking for passcode and then takes me to the Weather app. Works fine if I ask something more specific like if it’s raining outside. But just for the “what’s the weather like?” query it doesn’t.

tried both of these and the settings were already correct, but I even tried turning them off and back on again and it still didn’t work. Thanks anyways though!
 
I just figured out the issue with this, for anyone still wondering. It looks like when the Weather Channel APP downloads, this automatically creates a shortcut utlizing the phrase “Hey Siri, What’s the weather?”. So this supersedes the default Apple Weather shortcut.
To fix this, simply go to shortcuts and remove or change The Weather Channel shortcut.
