iPhone 8/Plus Hi is there a difference between the effect of night shift and true tone on the iPhone 8 screen?

No. Tru- Tone uses the ambient sensors on the iPhone to correct the white point on the display to make reading more natural based on the lighting conditions in the room.
Where as Night Shift simply turns the display yellow at a specific time and is controllable to give it a warmer effect over the blue light spectrum exhibited.
