At some point in the past, hidden photos would still show up in albums. Now I find that they don't; in fact I thought I had LOST some photos in a specific album because they were actually hidden, when I only hid them so they wouldn't appear in Moments and I could still see them in the album.

Am I missing a secret option somewhere to see hidden photos in albums?

No. Hidden photos will not show up in any albums unless said photos are unhidden. They remain in the hidden album. Once unhidden, they will be visible in whatever album they were originally tagged for. You can view all hidden photos the hidden album. There is no toggle.
 
Yeah, I'm not a big fan of this change. Things like wallpapers are a complete HASSLE now - before iOS11, you could hide wallpapers to prevent them from showing in the main photos view but you could still put them in their own album. Now, the albums all appear empty.

Why can't Apple seem to get this right?

Make the Hidden album your wallpaper album ;)

OK, but 1) I have lots of other hidden stuff, and 2) I have four wallpaper albums - iPhone, iPad, Mac, and iPhone (old).

TLDR; the pre-iOS11 method of hiding pictures (but them still showing in albums) was MUCH better.

I agree. I miss that too. You would be able to hide photos from moments, including things like receipts, screenshots so they wouldn't show in memories, but can still see them in albums.

Now it's useless.
