I may be wrong, but its not the actual lock screen itself that the widgets are visible on. You have to swipe left to get to the widgets. The lock screen will be just as it has been for the last 9 years, just enhanced notifications.
I'm not using iOS 10 beta, but I'd be shocked if there was. In fact, I've only ever had a few third party widgets that are designed to not be available in the Today view when the phone is locked. I sure would like that functionality though.

Yes, the lock screen is the same but anyone can swipe right to show the widgets that show upcoming challenger events and contact names etc. I pressed edit and unlocked to modify which widgets are seen but it removes them from the home screen side as well. It really should let you choose to view on lock, home or both but I don't see that implemented as of yet.
There is a way to do it but I've noticed at this time it's only doable when you have Touch ID set up. Once you activate Touch ID and go into the Passcode settings on the phone you can scroll all the way down to the borrow and you'll notice it will give you the option to toggle on and off widgets and notifications view. I have both shut off as you can see and you'll notice on my lock screen that I only have the option to swipe to open my camera. The widgets become accessible again once you unlock the phone before you "press home to open".
