Hiding/showing the sidebar is inconsistent across iPadOS

In  Music, Notes, Photos, and TV cmd + control + S hides/shows the sidebar. Safari uses cmd + shift + L

Why does the key combination for the sidebar in Safari have to be different? It’s the same style sidebar with the same sidebar logo and it is driving my fingers crazy having this exception when the other apps are consistent.
