Downloaded high sierra. Computer wouldn’t open apps, so
I rebooted, and now it is stuck doing what it is doing in the picture.

Any help would be appreciated

Let that sit for a bit. If it has been more than 30 minutes, with no change at all, then you probably won't hurt anything by forcing the Mac off. Press and hold the power button for 5 seconds or so. The power should shut off.
Then, press and release the power button. Give the system another channce to finish booting. If it does not get any better (give it 15 minutes or more), then shut down again. reboot to your recovery system (press and release the power button, immediately press Command + r ) You will boot to a menu screen. One of the choices will be to Reinstall macOS.
That will be a good choice for you now.

How long has that been occurring? Seems like OS X is still working on the upgrade tasks, so as mentioned above let it go
