I currently have OS 10.11.6 on Mac Mini Late 2009 Core 2 Duo.
I tried Sierra upgrade but says cannot on this system. Have I the highest system that can be installed already?

Yes, El Capitan is the newest system that is supported natively on your Late 2009 mini.

If you want to go beyond El Capitan, then there's the DosDude High Sierra patcher tool for Unsupported Macs.

EDIT: Regarding performance, would Sierra be considered too much for this model, or a benefit?...

El Capitan does a lot, whereas sierra will crawl.
the only major thing thing el capitan misses is that pages app syncing and saving on iCloud on all devices.
