Highlights/bookmarks syncing between Books and iBooks?

After almost two hours, I finally got iBooks and Books to work again. However, even though I have all the iCloud and iBooks syncing settings activated (such as 'Sync Bookmarks and Notes'), my highlights and bookmarks on iOS aren't syncing to Books on macOS.

Does anyone know how to fix this?
