I am looking for a good web design and graphic artist type person. I am not some large corporation or anything. Just a small time guy starting a business and am looking for some web/graphic help. I of course am willing to pay for help, but I am not made of money. What is the best way to look for a "smaller" high quality type developer?

this isn't a bad place to start looking, but don't expect anything under around $200-300. I would help you out, but I'm a bit swamped with other things.
Well, you can try something like Freelance Auction. I've never dealt with this site or others like them, but it's an option.

I guess the problem I am having is going on google and searching out freelance designers, of course there are like pages and pages of nothingness and I know that there are tons of great designers out there. It's just finding a top notch one that is willing to do something none corporate and not $5000.. 
I have web hosting taking care of.. So I guess what I am looking for is:
Website, I am thinking a wordpress site, maybe? So I need someone that is good with CSS that can customize decent layout that will give me the flexibility to grow and change the site as time goes on. I will need forums, so someone that is good at phpbb?
I guess beyond the work I need someone that can tell me if what I am thinking is a good idea or not. Meaning should I use a template site like wordpress and phpbb for forums?
Beyond that on the logo. I have a picture that I have taken, not sure if its good enough or not for incorporation. I want to use it in the logo in a digitized form. One version a black and white outline, the other a colored. I have some concept ideas, but am looking for someone that may be able to give me a different idea on the over all logo. All logo concepts will need to be printable on shirts.
Does this answer what I need a little better? If not let me know and I will get back and explain better. Once I get my trademark stuff done I will be able to post pictures and ideas to spell it out better.
