The situation is weird. Whenever I press the home button, and within a split second tapping on an app trying to open it, the app does a quick bounce open then close. In iOS 10 the phone thinks I'm trying to close the app with the home button, but in fact, I pressed the home button BEFORE I opened the app.
Thoughts anyone?

If you don't do it fast (tapping in an app after the button is pressed) it doesn't happen?. If that is the case could be hardware issue. I would enable the Assistive Touch (Settings -> General -> Accessibility -> AssistiveTouch) and try the same with no tapping of the home button but the "soft" home button to see if it happens again.

Yes this would be one way to test is it a hardware or software issue
