Could someone please confirm that changing the location of a user home folder hasn't been killed in Sequoia?
Has someone updated to Sequoia with home folder on external disk and does it still work?

I have recently. I haven't had to update yet, but so far it is working great. I moved mine to a larger external m.2 drive due to my larger Time Machine backup files. I would get errors trying to place the files to the external drive, so I moved it all under Users & Groups in the System Preferences, and I could then retrieve the files/folders.

Now that job is complete on the new drive, I may transfer the Home folder back, and direct the Photos, Downloads etc to the external, if I see issues in Sequoia with major updates. A lot of hoops to jump through, but it's complete. Hopefully not a big headache to revert if need be.
