Would the baseline mini make a good home server for a couple of iPads and Tvs that support DLNA?

I was also thinking of using it as a downloader and encoder with my turbo 264HD.

is it really worth upgrading to mac osx server?

Yes it would be fine. There is no need to upgrade to the OSX Server. However, should you decide that the server software is important to you, you can add it to any base OSX install for 49.99 thru the Mac App Store. You might also find that the base Mini might be on par with your Turbo 264HD and may not even need it anymore.
 
Also might want to look into a Synology NAS.

actually its faster my 2012 macbook air is too but it allows the load to be taken off the CPU to do other tasks
 
Hmm. Before the update to DSM 4.3 the other day, my Synology had been up for 91 days. Can't disagree with the slowness, though.

dont get me wrong its capable for the money I have both a DS 112J and a Qnap 120 here and im not totally happy with either, and i know a mini would best either.

whats a pitty about these two companys is they need a good programmer to create an all in one ipad/iphone app that covers everything you do in the web interface
 
I used a base 2011 mini for a home server. I used it for time machine backups with a 4tb external drive, an itunes server, plex server, web server, media downloader and encoder. It did all this without any issues. I did install an ssd for the boot drive and upgraded the ram to 8gb. It did everything flawlessly over a gigabit network and it was as fast as I expected it to be.

The only reason I'm not using it as a server any longer is because I upgraded it to a 2011 quad-core mini - not because it was slow by any means, but because I got a good deal on the quad-core and my parents could use the dual-core mini.
 
I'm running a 2009 mini for a Plex server and it does fine for a few feeds; local and remote.

With regards to the Synology NAS, I recommend a 15XX+ or 18XX+ if you want a fast processor in it.
 
You shouldn't need the server app for normal home sharing, screen share etc.

I use to use the server app in a 2011 mini server but now use just OS X (without the server app) in a 2012 mini doing the same thing.
