I am hoping to soon purchase a new iphone and am uncertain as to which would be my best option. I will be moving out of the country in September and need it to be unlocked by then.

I am assuming that the new iphone will already have the updated 3.1.3 software and updated baseband, is this wrong?

Is unlocking the phone by September going to be possible?

If so, which iphone should I purchase, 3g or 3gs?

Nobody knows the answer to these questions. If I had to guess, I would say it's 50-50 that 3.1.3 will be jailbroken and very unlikely that 05.12.01 will be unlocked. On the other hand, OS 4.0 will be out this summer, and there's probably a better chance that that will be jailbroken and unlocked. But there's really just no way to know, certainly nothing that one should base a $600 purchase on.

Your best bet is probably to buy a used jailbroken 3GS with its 3.1.2 SHSH on file.
