Our iPad has been upgraded to 10.2.1. I do not like this new "TV" app that replaced Video at all.

I thought the biggest problem was that it defaults to show EVERYTHING I have ever bought instead just what is on the iPad.

But then I realized that if the iPad is not connected to the Internet, the App will not open at all. How am I supposed to watch movies that are on the iPad when it is not connected to the Internet?

I usually am pretty lenient to Apple about their gung-ho decisions, but making a media consumption device unable to consume media is pretty big oversight.

Tap on 'Library' in the TV app (and if necessary, 'Library' again in the upper left hand corner). One of the categories is 'Downloaded'. This shows the media that's physically on your device only.

I use my iPad on the plane all the time to watch tv shows/movies I've downloaded and I have zero internet connection. I suggest killing the app and restarting it. You have access to your downloaded content at all times.
 
i have the same issue. there is no "library" let alone anything to tap. All i get is a "no internet connection" pop up and when i dismiss it the app simply stays blank. however it does not always happen but when it happens it does not fix itself until i am back on wifi

Make sure this is turned on:
Settings > Cellular > TV

Good luck when you are on the plane or in an underground area with no connection.

If the TV App brings up this message, just kill/restart the app. It only happened to me once immediately after an iOS update. After killing/restarting it, everything worked as expected.

I fly for work, just flew this weekend, and was able to access all my TV App tv shows/movies during the flight while my iPad was in 'airplane mode'.

tl;dr: there is no issue.

Not true. My tv app launches when not connected to the internet.

Next time try killing TV App and restarting it, without rebooting the iPad. It's possible there's a bug that on first launch of the app, it gives that message. I saw that message once on my plane, killed/restarted TV App, and all my stuff was there.

I tried that too. I tried a million different things for a good 20 minutes. I was desperate lol

Sure. This is a bug Apple must address. It is not an isolated issue.
Given all negative feedback of tv app, I am glad that I don't need to use it anyway.

Simply add those items you wish to watch before going out via wifi...My other half does this nightly beforer going to work..Over the network she loads up her shows for that night, then watches at her lesuire when the taxi fares are few. I've done the same with my phone, but now just connect to our media server and watch from whatever device I want...TV, Surface, phone etc.

I don't understand, the Video app is still present for me? There is no TV app? iOS 10.3 beta 2. iPad Air 2.

Is it US only? I bet it's US only. Most things are.

Yes. TV app is US only, for now.
However given all of those negative feedbacks, I would prefer not having it at all.
